Scope and content
Telegram (Rio 377) sent by William Belton to the State Department on January 15, 1969. It deals with internal disagreements regarding AI-5, citing criticisms from senators; and with Costa e Silva's defense of AI-5, stating that stability and development are perfectly guaranteed by the act.
