Air telegram (São Paulo A-20) sent by Frederic L. Chapin to the State Department on 3/31/1975, addressing the illusion that the Geisel administration was benefiting unions; the requirement that candidates for union positions present a "certificate of good conduct" from the local police; unions continuing to occupy functions imposed on them since 1964, among other topics. Furthermore, the prediction that the opening of unions would be the last to be made by the regime stands out.
