Scope and content
Air telegram (Rio A-52) sent by Clarence A. Boonstra to the State Department on April 15, 1974, addressing possible steps by the Geisel administration to liberalize the regime; implicit clause in a possible agreement between the regime and media owners, for example, banning articles or comments on torture and elimination of opponents by military or police officers; easing of prior censorship, among other topics. Furthermore, attached to the document are two lists, issued by the regime to newspaper editors and other media heads, about topics to be avoided.
