Memorandum of conversation between Roberto Civita, John Mowinckel and John W. Tuthill, dated 04/09/1968, on the Costa e Silva administration. It is said that Carlos Castello Branco does not believe that Costa e Silva will remain in power until 03/31/1971. Furthermore, Roberto Civita corroborates this view, adding Costa e Silva's health problems to the issue and stating that the general would not be able to handle the job.
