Telegram (Brasília 323) sent by John W. Tuthill to the State Department on 12/09/1966 about comments made by Oswaldo Trigueiro about the new Constitution, in which he states that gubernatorial elections in Brazil generate more unrest than presidential elections; mentions Medeiros Silva's dissatisfaction with the final version of the Constitution; and also criticizes the administration for the delay in making the new Charter available, among other issues. It is said that Oswaldo Trigueiro was placed on the Supreme Court by Castello Branco, so they cannot judge how his negative opinions about the new Constitution will be disseminated.
