Telegram (Salvador 57) sent by Harold M. Midkiff to the Rio Embassy on April 27, 1966. It deals with reports made by a source supposedly close to Congressman João Mendes. The source addresses alleged vote buying by Castelo Branco to ensure the election of Bilac Pinto; the support of the military for Costa e Silva's candidacy; Mendes' expectation of being nominated for the Ministry of Justice, among others.
