Scope and content

Telegram (JCS 5574), dated 31/03/1964, sent by the United States Joint Chiefs of Staff to the State Department, in order to inform the objectives of Operation Brother Sam, in which a task force would be sent initially to Santos - SP, with the purpose of establishing American presence in the region and fulfilling necessary orders. In addition, it is informed that the movement should be kept secret at this time.
