Scope and content
Air telegram (A-568) signed by Lincoln Gordon, sent by the Embassy of Rio de Janeiro to the United States Department of State. It is a military contingency plan for hypothetical situations in which the Federal Government, in the figure of President João Goulart, would act for a possible unconstitutional/illegal action or for the formation of a left-aligned regime. It also presents a survey on the composition of the Brazilian Armed Forces, as well as logistical facilities, fuel and food; in addition to explicit assistance to military personnel opposed to the Federal Government. Highlight is the possibility of creating a confederation of the states of São Paulo, Paraná, Santa Catarina and Rio Grande do Sul.
